1- Sign into the old Gmail account first ( the one you are trying to fetch mail from )
2 - you may need to Enable less-secure Apps for that account >> https://www.google.com/
3 - Then go here: https://accounts.google.
Then sign in to the new Gmail account ( the one you are trying to fetch mail into ) and set up Mailfetcher within the 10 minute window you are allowed.
Thank you ... after days of trying to re-link my Google email accounts, this worked. It all started when I turned off "use less secure access", since I was not using Outlook anymore. Little did I know this also impacts connecting my gmail accounts. Not logical, would think Google would trust themselves.
